The Planning Department’s Development Services division administers the Community Development Code (CDC) which implements the community vision as articulated in the City Comprehensive Plan. The Development Services division accomplishes this through the management and processing of land use applications submitted for new development in the City. Development Services staff work closely with local developers and home owners to ensure that new development complies with the regulations of the CDC. Land use applications can be processed by administrative review or by public hearing before the Planning Commission or the Planning and Zoning Hearings Board. Current Planners work as a liaison between applicants and the reviewing bodies. They staff the public hearing meetings and are available to assist the applicants through this review process.
The Development Services section serves as the front-line support staff for the design and construction of development-related and capital public infrastructure projects, and issuance of Public Infrastructure Permits. Development Services staff coordinate the technical review of engineering construction drawings, process permits, and handle administrative documentation for new public infrastructure.
Development Review consists of Public Works - Engineering Division staff reviewing construction plans and ensuring that projects are constructed as designed. The City has adopted the Public Works Design and Construction Standards and adherence to these standards is required for all projects, large or small. Depending on the complexity of the project, design plans may also be reviewed by the Planning, Building, Water and Fire Departments for compliance with other applicable codes.
Hillsboro Water's Design and Construction Standards (D & CS) are coordinated with other standards set by the Public Works Department.
The Standard Specifications set important minimum requirements for the design and construction of public infrastructure in the City's public rights-of-way and easements.
