The City of Hillsboro Utilities Commission meets the second Tuesday of each month, typically at 1:30 pm in the Hillsboro Civic Center Conference Room C333. 

At the February 12, 2019, meeting, the Utilities Commission will vote on the proposed 2019 Water System Development Charge (SDC) increase. The public is invited to attend the meeting to provide input. If the City of Hillsboro Utilities Commission adopts the proposed 2019 SDC fees, the following protocols apply:

  • The new SDCs would go into effect April 1, 2019.

  • Building permit applications submitted by March 31, 2019, would be subject to the current 2018 charges, provided fees are paid and the building permit is picked up by September 30, 2019.

  • For permits picked up and paid after September 30, the SDC fees would be recalculated at 2019 Water SDC rates. 

  • Building permit applications submitted after April 1, 2019, would be subject to the 2019 SDCs.

The Utilities Commission was established by the City of Hillsboro Charter, Chapter X, Section 38. The Commission has the authority over the operation of the City water system, including the acquisition and sale of real property. The City water system includes water resource, treatment, and distribution facilities. The Commission makes rules for the conduct and management of the water system, sets rates for the use and consumption of water, sets system development charges for new or expanding construction, and also sets charges for other services provided inside or outside of the City.
