Community Experience
Councilor Sinclair has served on the Hillsboro Planning Commission, as Chair to the Public Engagement Committee, and is a 2017 graduate of the Civic Leadership Academy.
She has also served on the Washington County Chamber of Commerce Small Business Entrepreneurs Council, on the Chamber’s Public Policy Committee and Hospitality Council, as Founder/Director of the Hillsboro Wishing Tree Initiative, and as a board member of the Hillsboro Downtown Partnership.

Education & Work Experience
Councilor Sinclair is the Founder/Director of Eat Drink Washington County, an initiative in support of building a stronger food web around Washington County's regenerative agriculture. Her first business, Grandma Chonga’s Salsa, was launched via the Hillsboro Farmers’ Market. The salsa became a regional brand carried by Whole Foods Market, and a private label salsa for New Seasons Market.

Why do you serve on the Hillsboro City Council?
“Local governance is about people, place, priorities, and policies. I want to further serve our Hillsboro community in creating Council priorities that help break barriers and provide equitable opportunities for our diverse community.”
What are your hopes and goals for serving on the Council?
“My hope is to further build trust and opportunities within our community. Hillsboro holds essential assets in both the high-tech industry and our agricultural heritage. My goal is to advocate for innovative solutions that advance the health of small independent businesses that diversify our local economy, encourage community-based partnerships, support diverse housing options, and champion green-energy solutions that positively impact our environment.”
What should Hillsboro residents know about how you will serve the community as a Council member?
“I will be an accessible Councilor who is boots-on-the-ground in our community. I believe in equitable and transparent decision-making. As a member of our Council body, I will listen, learn, and positively collaborate to the best of my ability in representing our Hillsboro community.”

Name origin: “I was named after my mother and my father. I have the beginning of my father’s name (Kip) and the ending of my mother’s name (Madeline). They merged their names together (Kipp.er.lyn).”

Favorite way to spend a weekend: I love a slow-paced weekend with my family! Waking up to a clean house and lingering cup of coffee, followed by a visit to the Saturday Market is a good start to the morning. The market inspires slow cooking, a big family dinner, and lots of noisy conversation… this makes me happy.
Favorite community spaces in Hillsboro: Hillsboro’s Historic Downtown is one of my most cherished areas of our city. I love the unique experience of community gathering on a shutdown Main Street during Tuesday Night Market, Saturday Market, or the Hillsboro Holly Days Celebration. Seasonal events allow residents to explore small businesses, discover market vendors, and randomly run into friends.
Turner Creek Park is another favorite area of Hillsboro located in Ward 2. The park backs to a walking trail along Turner Creek. During good weather months, residents have been known to feed the ducks, walk the trail, play tennis, baseball, or catch a siesta on the grass to enjoy the sun.
