A new access center planned for Hillsboro will connect more community members experiencing houselessness with daytime shelter and support services and provide basic necessities like food, clothing, and hygiene facilities.
Project Homeless Connect plans to build and operate the new, three-story access center next to their day center in Downtown Hillsboro on SE 6th Avenue between SE Oak Street and SE Baseline Street. Construction of the access center will require demolition of one single-family home on the site.
About the Emergency Shelter Super Siting Process
The State of Oregon’s emergency shelter super siting laws — ORS 197.782-783 — require all local governments in the state to approve emergency shelter applications that meet specific criteria, regardless of local land use rules.
Under the super siting requirements, the City of Hillsboro approved the access center development on December 6.
Oregon’s expedited super siting laws do not include the mailed notice, public comment, or appeal periods that a typical land use application would require.
An emergency shelter super siting decision may be appealed to the Washington County Circuit Court within 60 days of the date of the decision utilizing the writ of review process in Chapter 34 of the Oregon Revised Statutes.
