City Council Spotlight: Councilor Elizabeth Case
Council Experience
Hillsboro voters elected Councilor Elizabeth Case in November 2024 to a four-year term representing Council Ward 2, Position B. Councilor Case’s term began on January 7, 2025 and will expire in January 2029. She is eligible to run for re-election in November 2028.
Community Experience
Councilor Case has been active in the community, including her service as:
- Hillsboro Civic Leadership Academy participant and graduate in 2017
- Hillsboro Library Board member from 2019 through 2021, including Board Chair in 2020
- Environmental Stewardship Committee member from late 2023 to present
- Washington County Chamber of Commerce member from 2019 through 2024, including:
- Board Chair in 2024 - stepped down to run for office
- Public Policy Committee Member from 2021 through 2024
- Small Business & Entrepreneurs Council from 2018 to present
- Created HillHub, which opened in 2019 and came out of the 2017 Civic Leadership Academy recommendations.
- Leadership Hillsboro participant and graduate from 2019 through 2021
- President of the Hillsboro Committee, which organized to support the Hillsboro Public Safety Levy Renewal in 2022 and resulted in 82%+ voter approval for supporting police, fire & parks maintenance services.
Councilor Case is passionate about our community and worked on several local campaigns to elect strong leaders in offices from Hillsboro School Board to the City to the State Legislature.
Education & Work Experience
Councilor Case was born and raised in Oregon and graduated from Mountain View High School in Bend. She attended Whitworth University in Spokane, where she received her degree in Speech Communication. Councilor Case has worked in sales and marketing since graduation and opened her own small business marketing firm, Yellow Dog Consulting, in 2011.
Why do you serve on the Hillsboro City Council?
“I have never loved where I live as much as I love living in Hillsboro. I am serving because I have seen firsthand how thoughtful leadership and planning has led to the exponential growth and expansion of our city and helped us to become the economic engine of the state.”
What are your hopes and goals for serving on the Council?
“My hopes and goals for serving are to make sure we consider how the choices we make today will affect Hillsboro in 5, 10, and 50 years from now. We are lucky to live in a city that has had that thoughtful leadership in the past. My goal is that we have the public services, resources, and infrastructure to handle this next level of growth.”
What should Hillsboro residents know about how you serve the community as a Council member?
“I have had great opportunities to serve Hillsboro in a variety of ways and I will continue to show up in our great city from farmers’ markets to Holly Days to Hops Games and the Pride Party. Please say hi and introduce yourself if we haven’t met yet. I want to hear how we can do better as a city and am always open to hearing great ideas and helping to find answers and solutions to residents' questions and challenges."

- Favorite food: Popcorn
- Favorite beverages: Fueled by Insomnia Coffee’s cardamom lattes, hydrated by grapefruit LaCroix
- Favorite type of books: I love to read all kinds of books, mostly fiction, but I do enjoy a good celebrity memoir (on audio from the Libby app!) My all-time favorite book is To Kill a Mockingbird and my favorite book of the past five years is Tomorrow, and Tomorrow, and Tomorrow.
- Favorite activities & hobbies: Reading, spending time with my husband Jeremiah and our dogs Norm & Cliff, exercising, spending time with friends
- Favorite TV show: Parks & Recreation. Leslie Knope inspired me to get involved in local government!
- Favorite movie: The Princess Bride
- Favorite vacation spots: Gearhart and Cannon Beach
- Favorite quote: ”Never underestimate the power of a girl with a book.” – Ruth Bader Ginsburg
- Favorite ways to spend a weekend: A good walk with the dogs, shopping at Hillsboro’s Farmers Markets, lunch at one of the many great restaurants in town, ending the day with a show at Bag&Baggage or a Hops Game depending on the season!
- Favorite community spaces in Hillsboro: When my husband and I moved to Hillsboro, we chose Orenco Station for its walkability and dog friendliness. I love the Orenco Farmers’ Market, the events at Jerry Willey Plaza, and a good walk at Noble Woods Park.
