Finance 101: Your Utility Bill

Hillsboro is a great community because people work together to make it better. Our shared quality of life starts with the services funded through utility charges.
Water. Roads. Sidewalks. Sewers. They don’t pay for themselves. And they don’t fix themselves. City employees work year-round in all weather conditions to keep things running smoothly.
Hillsboro residents and businesses know utility bill charges pay for these essential services:
Sanitary Sewer & Surface Water Management
City of Hillsboro Public Works Department employees, in coordination with Clean Water Services staff, manage the Sanitary Sewer and Surface Water Management rates.
The Sanitary Sewer System carries wastewater from sinks, showers, and toilets toward regional wastewater treatment plants.
The Surface Water Management System provides drainage to improve Hillsboro’s natural environment by managing stormwater, prevention erosion and floods, and reducing pollution.
These services help keep our community healthy and sanitary. In November 2024, the City Council approved rate adjustments for 2025 & 2026 to keep service levels stable.
Water
All customers — residential, commercial, industrial, and other users — pay their fair share for water based on how they use the City’s water system and how much water they use.
In October 2024, the Hillsboro Utilities Commission approved water rate adjustments for 2025 & 2026, including a new rate structure for residential customers based on recommendations from the Community Advisory Panel. A new tier for low water users will reward customers who save water with additional cost savings.
Hillsboro Water serves all customers west of Cornelius Pass Road. Tualatin Valley Water District serves customers to the east.
Transportation Utility Fee (TUF)
Keeping Hillsboro roadways well-maintained and providing new sidewalks to increase pedestrian safety is one of our top priorities.
The TUF monthly user charge is collected from all residential, commercial, industrial, and other users in Hillsboro. It helps fund Hillsboro’s Pavement Management Program. Residential and multi-family residential charges also partially fund the Bicycle and Pedestrian Capital Improvement Program.
In December 2024, the City Council approved rate adjustments for 2025 & 2026.
South Hillsboro Community Service Fee
Residents and businesses in the South Hillsboro neighborhood pay a Community Service fee for park development. This fee increased 3% on January 1, 2025.
