Every two years, the City of Hillsboro sets a budget to meet our community’s needs.

We deliver programs, services, and infrastructure projects. We focus on financial stability, public safety, economic vitality, and infrastructure as budget priorities.

In July 2023, the City of Hillsboro launched our biennial budgeting process and since that time, we have seen many benefits. Greater staffing efficiencies in the two-year budget cycle have created more time to plan and implement City Council priorities and other major initiatives from the Hillsboro 2035 Community Plan and the City’s Strategic Plan, and to provide core City services.

Additional time for discussion and planning for the bigger financial picture has helped us particularly with large expenditures and personnel decisions. And we have retained the ability to make budget adjustments on an annual basis.

As we move forward with the 2025-27 Biennial Budget cycle, all City departments are experiencing these benefits, including our Police, Fire & Rescue, Water, Public Works, Library, Parks & Recreation, and Economic & Community Development departments.

We’re planning for major projects, including our future year-round shelter, the new fire station in South Hillsboro, the future police headquarters near the Hillsboro Airport, and the future Hillsboro Hops ballpark.

Bend, Eugene, Lake Oswego, and Milwaukie are among the other cities in Oregon that participate in the two-year budget process. Because of Hillsboro’s economic development initiatives, we are in an incredibly unique position to maintain our reserves and avoid deficits — while maintaining the high service levels that our community members expect.
