Year-Round Shelter Project Gains Momentum
Hillsboro’s future year-round shelter is taking shape with construction advancing and operator selection on the horizon.
Since construction began in early January, framing of the main building is complete and roofing is underway. Work on the individual shelter pods will begin soon.
In partnership with Washington County, the shelter will provide adults with emergency shelter, wrap-around support, and connections to housing. Visit Engage Hillsboro to learn more about the design & amenities.
Operator Selection Moves Forward with Community Input
Project partners are collecting proposals from experienced operators for 24/7 staffing and management of the 75-bed facility.
With feedback from community engagement, qualifications include:
- Commitment to racial equity & serving vulnerable populations
- Culturally-specific & culturally-responsive services
- Trauma-informed care
- Support & materials offered in Spanish, other languages as-needed
- Effective coordination with partner organizations
Operations will be funded through Washington County’s allocation of Metro’s Supportive Housing Services Measure.

Next Steps
- The Request for Proposals closes May 5 & the operator will be announced in June.
- Neighborhood Plan community engagement is planned for summer 2025.
- The shelter is expected to open in winter 2025-26.
