Year-Round Shelter to Open This Winter: Operator Selected & Neighborhood Plan Underway

With an operator on board, construction moving quickly, and a Neighborhood Plan underway, Hillsboro’s future year-round shelter is expected to welcome its first guests by the end of this year.
The City of Hillsboro and Washington County selected Project Homeless Connect Washington County (PHC) as the shelter operator after a competitive Request for Proposals. PHC brings 17 years of history serving people experiencing homelessness in our community, along with these qualifications:
- Shelter management experience
- Commitment to equitable service
- Detailed 24/7 staffing plan
- Housing-focused approach
The City is supporting Washington County and PHC to engage nearby residents and businesses to develop a Neighborhood Plan — a tool which will guide communication and collaborative problem-solving for PHC and close neighbors.
As a first step, community members were invited to learn more about the project, ask questions, and get to know PHC at a virtual community meeting in early August. You can watch the recording in English on Engage Hillsboro or watch the recording in Spanish on Conéctate Hillsboro.
Meanwhile, construction is advancing rapidly. Drywall is completed, and exterior and interior painting is underway. Substantial building and site completion is expected this fall.
Once open, the 75-bed facility will provide adults experiencing homelessness with life-saving shelter, wrap-around services, and pathways to long-term housing support.
Operations will be funded through Washington County’s allocation of Metro’s Supportive Housing Services measure.
The community will be invited to an open house event prior to the shelter opening.
