Hillsboro community members may be eligible to receive free energy efficiency upgrades through the City of Hillsboro’s Energy Efficiency Assistance Program (EEAP).

The EEAP program is designed to help qualified homeowners and renters in Hillsboro to lower their energy use, improve home comfort, reduce monthly energy bills, and support the City’s long-term climate goals.

Energy-saving projects may include the installation, repair, or maintenance of equipment such as:

• heat pump water heaters
• ductless heat pumps
• attic fans
• insulation
• ventilation improvements

Connecting Community through Partnerships

Hillsboro’s EEAP program is part of a partnership led by the Residential Retrofits for Energy Equity (R2E2) initiative, in collaboration with the nonprofit Community Energy Project.

The program is designed to support low-income households by connecting existing funding to families who need it most.

The partnership will help the City of Hillsboro:

• Connect funding to high-need homes: Ensuring that available state, federal, and local resources reach Hillsboro community members.
  
  
• Strengthen partnerships: Engaging contractors, nonprofits, and community groups to improve program reach and effectiveness.
  
  
• Address staffing and delivery gaps: Building local capacity to manage and deliver energy efficiency programs effectively.

A Model for All Communities

“Hillsboro is honored to collaborate and partner with R2E2 and Community Energy Project to improve climate resilience, reduce the energy burdens of priority populations in our community, and develop a program that will serve as a model for other cities like ours,” said City Manager Robby Hammond.

Hillsboro is one of four organizations across the United States partnering with R2E2 to address energy costs and community resilience through this program.
