The 2025 Civic Leadership Academy engaged the community to create three design options.

Help select the Hillsboro's first community flag in honor of the City's 150^th anniversary in 2026!

To gather inspiration for the flag, the City invited community members to share their stories, values, and ideas for the flag design through an Engage Hillsboro survey.

Next, 2025 Civic Leadership Academy members worked with a City designer to create three flag options that capture the heart of the community.

Over six weeks, the 12 Academy members learned about local government & flag design principles. Working together, they reviewed the survey results, completed hundreds of interviews with community stakeholders, and identified four key themes: 

• Community: You belong here. You are welcome.
  
  
• Nature: Celebrating our agricultural roots.
  
  
• History: Honoring the first inhabitants of our land.
  
  
• Technology: Celebrating Hillsboro’s technological industry. 

Working closely with a City graphic designer, the Academy incorporated these themes into several flag designs and used consensus-building tools to select three to share with the Hillsboro City Council. 

“Working on the Hillsboro Community Flag Project reminded me how deeply people care about this city,” said Academy Member Lynn Coffin. “Every conversation, from long-time residents to new neighbors, reflected pride in our shared home and excitement about creating a symbol that truly belongs to everyone.”
