The Hillsboro Public Library’s 2026–2031 Strategic Plan is a shared vision for how the library will continue to serve, support, and grow with our community over the next five years. 

Shaped by community input, staff expertise, and a deep commitment to access, inclusion, and lifelong learning, the plan outlines key priorities that will guide library services, spaces, and resources. 

Together, these goals reflect what our community values most—and how the library will meet evolving needs now and in the future.

GOALS & STRATEGIES

Goal 1: Bring community together

One of Hillsboro Public Library’s primary goals is to bring people together through inclusive and diverse programming and resources where community members connect, learn, and share experiences. Through this work, the library contributes to building a more resilient, engaged, and connected community.

Strategies

1. Celebrate Hillsboro’s diversity by reflecting it in the collection, programming, and physical and digital spaces.
2. Increase the number of library programs and events for users of all ages.
3. Expand language learning resources.
4. Build new and deeper connections with diverse community partners.
5. Increase access to mental health and social service resources in the library.
   
   

Goal 2: Strengthen core services

Hillsboro Public Library is highly valued for its core services that ensure everyone has equitable access to knowledge and opportunity. These vital services promote intellectual freedom, literacy, and digital inclusion, and help people build skills, pursue interests, and improve their quality of life.

Strategies

1. Champion intellectual freedom, anti-censorship, and the freedom to read.
2. Advance literacy and the love of reading for all ages in Hillsboro.
3. Maintain robust collections at both libraries.
4. Continually update equipment and enhance technology training.
   
   

Goal 3: Create inclusive, accessible, safe, and joyous community spaces

Hillsboro is a growing city with diverse neighborhoods, each with unique needs. Through enhancing the accessibility of current library spaces, outreach services, and planning for future expansion, Hillsboro Public Library will ensure that individuals throughout the community have access to high quality library services that meet their interests and needs.

Strategies

1. Deliver in-person library services to every part of the Hillsboro community.
2. Enhance physical accessibility and library amenities in library spaces.
3. Increase staff training, support, and security resources.
4. Consider opportunities to best align library hours with community needs.
   
   

Goal 4: Enhance library communication and awareness

Hillsboro Public Library will work to ensure that community members understand the full range of resources, programs, and services the library provides. By enhancing community dialogue, the library will better understand community needs and respond with relevant services. With strong communication and awareness, the library will be more deeply connected and essential to the Hillsboro community.

Strategies

1. Conduct regular engagement opportunities with people in Hillsboro.
2. Leverage opportunities and complementary services with other City departments.
3. Develop a strategic marketing plan for the Library.
