Amendments address changes to comply with both existing statutes and
changes to statutes mandated through recent legislation. The proposed text
amendments would affect the following subchapters of the Community Development
Code (CDC): 12.01 General Provisions, 12.10 Use Categories, 12.21 Single Detached and
Middle Housing Residential Zones, 12.22 Multi-Dwelling Residential Zones, 12.23
Commercial Zones, 12.24 Mixed-Use and Urban Center Zones, 12.25 Industrial Zones,
12.26 Institutional and Open Space Zones, 12.40 Special Use Standards, 12.70
Procedures, and 12.80 Applications. The amendments will include conforming
amendments to adopt regulations from recently adopted legislation including HB3560
(2025), HB2005 (2025), HB2138 (2025), as well as statute including ORS 329A.440, ORS
92.031, and ORS 197.612.
