A new vision is taking shape for the Tualatin Valley (TV) Highway corridor in Hillsboro.  

This state highway is one of Washington County's busiest transit corridors and has some of the highest bus ridership in the region. Many community members, especially people with low incomes, communities of color, youth, and those with limited English proficiency, rely on the corridor to reach jobs, schools, services, and other daily destinations. 

In partnership with TriMet, Metro, Washington County, and the community, the City of Hillsboro is helping identify strategies to guide future growth, expand housing opportunities, and expand safe transit options along this important connector. 

Improving Transit, Expanding Opportunity 

With a focus on service and safety, TriMet is planning the TV Highway Transit & Safety Project, which will introduce FX Bus Rapid Transit (BRT) along the corridor. 

The project includes upgraded transit stations between SE 13th Avenue and SE Cornelius Pass Road with weather shelters, lighting, seating, and real-time arrival information. Construction is scheduled to begin in 2028 and is expected to be completed in 2030.  

Planning for Housing and Growth 

Oregon continues to face a housing shortage, and Hillsboro is no exception.  

The City's 2023 Housing Needs Analysis found that over the next 20 years, Hillsboro will need more than 14,000 additional housing units, including more than 5,000 affordable homes. Expanding housing opportunities along the TV Highway corridor, a major transit route connecting residents to jobs, schools, and community services, is one way the City is planning to help meet this need. 

Today, much of the corridor between SE 13th Avenue and SE Cornelius Pass Road is zoned for commercial use. Starting in 2027, the City will evaluate opportunities for phased rezoning and higher-density development in this area to support more residential and mixed-use neighborhoods near planned transit improvements.

As housing opportunities increase, strategies will be implemented to reduce displacement risks for existing residents and businesses, creating a more connected, inclusive, and vibrant corridor. 

Shaping the Future of Avenida Diez  

TV Highway is also a critical thoroughfare for Hillsboro’s Avenida Diez neighborhood. Planned Bus Rapid Transit service along TV Highway will run through the heart of Avenida Diez along 10th Avenue.  

Parallel to the effort now launching in 2027 for TV Highway, the City of Hillsboro developed an equitable development strategy for Avenida Diez that will guide future growth based on community priorities, expanded housing opportunities, improved safety, and support for businesses with a focus on reducing the risk of displacement.  

In line with these efforts, the City is exploring opportunities for future redevelopment of the Hillsboro Police Department site on 10th Avenue. This prominent property will play a key role in the continued evolution of the neighborhood.
