City Operations Emissions Down Significantly in Latest Sustainability Report
In 2010, the Hillsboro City Council adopted a goal to reduce emissions of greenhouse gases (GHG) from City operations 80% by 2030, compared to 2007 levels. An inventory of emissions from City operations was established, with a baseline year of 2007, and it has recently been updated with data through calendar year 2016.
This GHG inventory report measures emissions from City operations. It is a component of the City’s sustainability efforts and represents a baseline and accounting that can help inform decision making, and progress measurement against the established goals. The inventory report also highlights efficiency efforts that have resulted in solid progress in many areas, such as mechanical and lighting efficiency upgrades, renewable energy generation, construction of energy-efficient facilities, and the purchase of renewable energy credits (REC).
The greenhouse gas trends analysis report is intended to show more specifically which actions and factors have led to emissions trends over the past ten years.
The GHG inventory report and trends analysis report show that since 2007:
- Scope 1 ( fleet, natural gas, and refrigerants) and scope 2 (indirection emissions from the generation of purchased energy – electricity) combined emissions are down significantly, just over 30%; this represents a reduction of 20% per FTE and 10% per community member. In that time City facility square footage has increased by over 300,000 square feet, or 17%, and annual full time equivalent (FTE) City employee count increased from 819 to 1,043. The main factors in the reductions are facility energyefficiency investments, fuel use reductions, and the purchase of renewable energy to offset power used by several facilities;
- Scope 1 emissions are down nearly 16%, due largely to gasoline, diesel and natural gas use reductions;
- Scope 2 emissions from electricity are down over 38%.
