Water Rate Public Hearing

The City of Hillsboro Water Department carefully manages drinking water rates, and strives to ensure equity and affordability for all customers. Water rates are designed so all customers pay their fair share based on how they use the City of Hillsboro’s water system and how much water they use.

Proposed 2019 Water Rate Increases

In 2018, the Hillsboro Water Department completed a Water Rate Study and Cost of Service Analysis. Based on the results, the Water Department is proposing water rate increases based on cost-of-services – calculated separately for each retail customer class for 2019:

  • Single-Family Residential: 5%
  • Nonprofit: 6%
  • Industrial: 8.5%
  • Multi-Family Residential: 19.1%
  • Commercial: 19.1%
  • Public Entities: 19.1 %
  • Irrigation: 20%
If approved by the City of Hillsboro Utilities Commission, any water rate adjustment will take effect on Friday, February 1, 2019, and will be applied only to the water portion of the City Utility Bill, not to Sanitary Sewer, Surface Water Management, or Transportation Utility services.

Water Rate Public Hearing

Community members are invited to provide input on the proposed water rate increases for each customer class at a Public Hearing on Tuesday, November 13, at 6:30 pm in Room 113 at the Hillsboro Civic Center, 150 East Main Street.

In addition to offering input, community members are welcomed to attend and:

  • Learn about the proposed water rate adjustments
  • Get details on the water rate setting process
  • Discover what water rates fund
  • Find out more about affordability resources for customers

Feedback

If unable to attend the public hearing, questions and/or comments can be submitted until 12 noon on Friday, December 7, 2018, in order to be considered by the Utilities Commission before their vote on Tuesday, December 11, 2018. Here’s how:

Next Steps

October 9, 2018: The public is invited to the Tuesday, October 9, 2018, Regular Utilities Commission meeting to learn about how the proposed rate adjustments were developed (Cost of Service Study presentation).

November 13, 2018: Water Rate Public Hearing at 6:30 pm in Room 113 at the Hillsboro Civic Center, 150 East Main Street.

November 16, 2018: Response to questions and concerns expressed at the Water Rate Public Hearing will be available on the Water Rates page Friday, November 16, 2018. Community members can request a mailed copy by calling 503-615-6543 or sending an email.

December 7, 2018: Public feedback regarding the proposed water rate change accepted until 12 noon on Friday, December 7, 2018:

December 11, 2018: The City of Hillsboro Utilities Commission will vote on any proposed water rate adjustment at the Tuesday, December 11, 2018, regular monthly meeting at 1:30 pm in the Hillsboro Civic Center Conference Room 207. Members of the public are welcome; however, public comment won't be taken at this meeting.

December 11, 2018:
Results of the City of Hillsboro Utilities Commission's vote on the proposed water rate change will be posted on the Water Rates webpage December 11, 2018.

Early 2019:
If approved by the City of Hillsboro Utilities Commission, any water rate adjustment will take effect January 1, 2019.
