Share Your Input on the Proposed 2019 Drinking Water Rates
The City of Hillsboro Water Department carefully manages drinking water rates, and strives to ensure equity and affordability for all customers. Water rates are designed so all customers pay their fair share based on how they use the City of Hillsboro’s water system and how much water they use.
Proposed 2019 Water Rate Increases
In 2018, the Hillsboro Water Department completed a Water Rate Study and Cost of Service Analysis. Based on the results, the Water Department is proposing water rate increases based on cost-of-services – calculated separately for each retail customer class for 2019:
- Single-Family Residential: 5%
- Nonprofit: 6%
- Industrial: 8.5%
- Multi-Family Residential: 19.1%
- Commercial: 19.1%
- Public Entities: 19.1 %
- Irrigation: 20%
If approved by the City of Hillsboro Utilities Commission, any water rate adjustment will take effect on Friday, February 1, 2019, and will be applied only to the water portion of the City Utility Bill, not to Sanitary Sewer, Surface Water Management, or Transportation Utility services.
Single-Family Residential Customers
The proposed 2019 water rate increase is five percent for single-family residential customers, who make up 91 percent of the Water Department’s total retail customers. If the proposed adjustment for that class is approved, for example, the water portion of the City Utility Bill for a single-family residential customer using approximately 6,000 gallons of water per month for example would increase by $1.61 (or five percent), from $32.74 to $34.35.

Water Rate Public Hearing
On Tuesday, November 13, 2018, the City of Hillsboro Utilities Commission will host a Water Rate Public Hearing at 6:30 pm in Room 113 inside the Hillsboro Civic Center at 150 East Main Street.
At the hearing, the Utilities Commission invites the community served by the Hillsboro Water Department to provide input on the proposed 2019 water rate adjustments – set separately for each customer class based on cost-for-service. Information will also be provided on:
- How water rates support the operation and maintenance of Hillsboro’s water system
- The primary factors influencing Hillsboro’s water rate adjustments
- Affordability resources available for water customers
- Steps being taking to strategically finance major water infrastructure investments over time
