Hillsboro Municipal Code
Just as each state has its own laws, each city government has the authority to create its own ordinances. Most of Hillsboro's ordinances are assembled into a document called the Hillsboro Municipal Code. Hillsboro’s Municipal Code also includes the City’s Charter. The charter is the “Constitution” for the City and serves as the basic set of rules and duties for our City government. It spells out what a city can and cannot do, the responsibilities and authority of a mayor and city council and how a city should be managed and governed.
The City Council has the authority to issue ordinances, which is the most binding form of action the Council can take. The Council can also issue resolutions that exercise administrative authority and generally deal with matters of a special or temporary nature.
