Garbage and recycling services in the City of Hillsboro are provided by six private collection companies (or haulers). Hillsboro Municipal Code section 6.08 provides the franchise details. Each hauler provides services to a specific geographic area of the city, as defined in the franchise territory map.
The purpose of the franchise system is to ensure that all City residents and businesses are charged the same rates for services, regardless of where they live or work. Also, clear boundaries make services more efficient with fewer trucks on city streets. The hauler Responsibilities and Standards can be found here.
Proposed Garbage and Recycling Service Rate Increase
Nearly five years after the last garbage and recycling collection rate increase, the Hillsboro City Council will consider rate adjustments during its May 15 meeting. The proposed increase would impact commercial customers and residential customers ($2.90 per month based on a 35-gallon roll cart). If approved, the new rates would go into effect June 1, 2018. Our garbage and recycling rates remain among the lowest in the region. For more information, view the customer rate letter and frequently asked questions below.

Curbside Leaf Pick-Up & Drop-Off Program
Beginning in November each year, the City of Hillsboro starts it's annual curbside street tree leaf pick-up program. The City's leaf program helps keep our streets clean and reduces flooding caused by leaves clogging the storm drains.
The City also provides a free leaf disposal drop-off at the Hillsboro Fairground Sports Complex on 28th Avenue next to the tennis courts. For more information about the City's Curbside Leaf Pick-Up & Drop-Off Program, click here.
**Please note, the City leaf collection service is separate from yard debris collection service provided by the City's franchised waste haulers.
