Department Strategic Plan

The Department Strategic Plan is the road map for Hillsboro's future parks and recreation programs. This plan identifies who we are as an organization, where we want to be headed based on the needs of the community, and how we will get there. It combines various planning efforts, including the city's strategic plan, city council goals and departmental plans, and provides tools to help us bridge the gap between long-term vision and day-to-day decisions, enabling us to allocate resources in the best way possible for the community. This is essential so that as we move forward we can continue to efficiently serve the recreational needs of citizens and positively impact the livability of Hillsboro.

A high-quality trail system is a marker of a community where it is pleasant to live, work, and play. The City has many opportunities to enhance its existing trails system. The Trails Master Plan recommends improvements that will upgrade the existing system where needed, fill in missing gaps, and connect to significant environmental features, schools, public facilities, local neighborhoods, other parks, and business districts throughout the region. The recommendation within this Plan includes 71 miles of new trail facilities resulting in nearly 98 miles of trails to serve our growing community.
