The Mayor presides at the City Council meetings. In the Mayor's absence, the Council President presides (Charter Chapter III, Section 10).

The voters of the City of Hillsboro elect the City Council, including the Mayor and six City Council members. The City is divided into three wards. The term of office for the City Council is four years. Two Council members must reside in each of the wards, but they are elected by the voters of the entire City. This is called elected at large (Charter Chapters III and VII).

Meeting Information 

The Hillsboro City Council meetings are convened in the Hillsboro Civic Center Shirley Huffman Auditorium on the first and third Tuesdays of the month at 7 pm. All City Council meetings, including work sessions, are open to the public, except for items allowed to be discussed in executive session. All meetings have the same agenda format, and follow Robert's Rules of Order for public meetings. The agenda for the City Council is prepared the week before the City Council meeting and posted on the City web page. If you would like to be added to the email list that receives notice when meeting materials are posted, please call the City Recorder's office at 503-681-6219. Meetings are broadcast live through Tualatin Valley Community Television. Many past meetings can be viewed as streaming video at this website.

Sign language interpreters and Assistive Listening Devices (ALD) are available at no cost. Please call 503-681-6269 or TTY 503-681-6284, 72 hours prior to the meeting.

The Agenda

Civic Center AuditoriumThe City Recorder prepares the Council agenda under the direction of the City Manager. All of the information about the items on the agenda, including staff reports and copies of resolutions, ordinances and orders, are distributed to the Council members on the Thursday the week before the meeting. This ensures time for the Council to thoroughly review the information and call staff with any questions prior to the actual meeting.

A copy of the agenda is posted on the bulletin board located on the first floor of the Civic Center. The agenda and the entire Council packet, including staff reports, is also posted on the City's web page. All of the material provided to the City Council is available to the public in a notebook at the meeting. Ordinances are not read in full at the City Council meeting unless requested by a member of the Council. The Mayor does not vote on any question or on the final passage of an ordinance except in the case of a tie (Charter Chapter III).

Free Supervised Play

To encourage civic engagement, and remove a barrier for parents and guardians, the City of Hillsboro is now offering free supervised play for children ages 3 to 11 for up to two hours during City Council meetings and work sessions.

Program details

  • Outdoors In, the City's indoor playground at the Civic Center, will remain open on City Council meeting evenings from 5:45 pm until the end of the evening’s public meetings, or 9:15 pm, whichever comes first.
  • Up to two hours of free supervision will be provided (but no more than two hours).
  • Parents and guardians must remain onsite at the Civic Center, attending the City Council meeting.
  • Parents must provide a mobile phone number or other contact details in the event there's a need.
  • Children must be self-sufficient in using the restroom, able to communicate their need to use the restroom, and able to dress themselves. 
  • The City will strive to have one bilingual (English and Spanish) employee, depending on availability.
  • Please, no food or drink is permitted in Outdoors In. A water fountain is available on site. Parents should ensure their child has eaten before arriving.
  • Please keep children who are sick at home, as well as children with injuries that prevent them from safely engaging in Outdoors In offerings.
  • Staff should be provided with information at drop-off for children with disabilities so that the child can be provided with the most comfortable environment possible.

Public Comment

The City Council welcomes respectful public comment, towards the start of the City Council meeting, on items listed on the agenda under the “Public Comment Regarding Items Listed on the Agenda” section. Persons wishing to speak regarding items not listed on the agenda have the opportunity towards the end of the meeting under the “Public Comment Regarding Items Not Listed on the Agenda” section. Comments are limited to three minutes per person.

To prepare to address the Council, please review the Public Comment Guidelines, fill out a yellow Public Comment Card located at the back of the room, and give the Public Comment Card to the City Recorder on the left hand side of the dais. Public Comment Cards require your name, address, phone number, email, and the subject of your comments. You are not required to give your address when speaking to the City Council, only your name.

Opposing viewpoints may be expressed during public comment. As a courtesy, please address comments to the Council and not to the audience present. Please show respect for all speakers and avoid personal comments. As a reminder, the Council does not respond to specific comments during the meeting, however the City Manager may direct staff to follow up with you regarding your comment or questions.

Public Comments are not received during work sessions.
