City Regulations on Marijuana: To address the land use impacts of the marijuana industry, the City of Hillsboro has already adopted some zoning regulations, and is considering adopting more. Some background on the City's regulations is shown below.
Medical Marijuana: Retail dispensaries for medical marijuana are regulated by the Oregon Health Authority and by local jurisdictions. Hillsboro's land use regulations for medical marijuana dispensaries are in the Community Development Code Section 12.40.194. Medical dispensaries are permitted only in these zones: C-G Commercial General; SCC-SC Station Community Commercial-Station Commercial; SCC-MM Station Community Commercial-Multi Modal; and I-G General Industrial. Zones where dispensaries are permitted are shown on this map.
As of October 1, 2015, medical marijuana dispensaries are allowed to sell limited amounts of herbal marijuana products (buds, leaves, stems, and immature plants) to adults without a medical marijuana card. Two medical dispensaries in the city sell recreational marijuana at this time.
Recreational Marijuana: On May 3, 2016 the City Council approved an Ordinance allowing Retail Marijuana and Processing of Marijuana in certain zones within the City. It took effect on May 16, 2016.
LUCS Forms: To process your LUCS form from the OLCC, you may either mail, email or bring it in person to our office located at 150 E. Main Street, Hillsboro, OR 97123. We are located on the 4th floor. If you would like to email it, please email it to firstname.lastname@example.org. Please note that we do ask for 24 hours for review to make sure it is an allowable use in the specific zone. The City of Hillsboro does not charge a fee for the LUCS form.
