Paul Vinje

Paul Vinje, Chief Plans Examiner, worked in the construction industry for 20 years before becoming a plans examiner 12 years ago. Paul worked hard to become one of only eight Master Code Professionals currently in the state of Oregon. Outside of the office, Paul takes great pride in his teenage daughters, who keep him busy with their activities in volleyball and art.

Brad Senecaut

Brad Senecaut joined the City of Hillsboro in 2015 as a Plumbing Plans Examiner after working for City of Portland and Marion County. He enjoys the positive and relaxed work environment the City of Hillsboro provides and does his best to focus on customer satisfaction. Brad’s favorite part of the job is “using my knowledge of the code and experience to help people take their ideas to a completed project they can use and enjoy.”  During his free time, Brad enjoys skiing, playing musical instruments, camping and spending time with family and friends.

Kylie Kelly

Kylie Kelly, Deputy Fire Marshal, is a master of both fire and water with a history in firefighting and SCUBA diving. Starting in 1994, Kylie was a Volunteer Firefighter in Newberg, a Deputy Fire Marshal in Canby and Vancouver, and then worked as a Dive Instructor in Panama. Kylie has brought a happy, optimistic attitude to the Building Department and her coworkers appreciate her positive approach. At work, Kylie enjoys engaging with the community and getting to know Hillsboro citizens. Her hobbies include traveling and SCUBA diving, and sometimes both! Kylie has visited 30 countries and has dived in Central America, Asia, Australia and islands in both the Indian and Pacific Oceans.

 Jason Phelps

Jason Phelps

Plans Examiner Jason Phelps loves being involved in construction, looking at plans, and engaging with people in the permitting process. Colleagues have called him “hardworking” and “helpful” throughout his tenure with the City, in his six years with Newberg as a Commercial Buildings Inspector and Plans Examiner, and in his 16-year career in commercial construction where he specialized in steel stud framing and acoustical ceilings. Outside of work, Jason enjoys spending time outdoors and is especially proud of his children.

 Mike Barnes

Mike Barnes

Plans Examiner Mike Barnes enjoys reviewing building plans for residential structures, schools, hospitals, semiconductor buildings, high-rise buildings and other complex structures. His versatility and knowledge of a wide variety of codes allows him to provide exceptional customer service, no matter the project. Mike has been with the City since 2005 and spent the 18 years prior as a building inspector, home builder, construction supervisor, and carpenter. In addition to serving the City, Mike enjoys spending time with his family, instructing Tae Kwando alongside his daughter and playing with Harley, the family’s black Labrador retriever.

Mo Tajdar

Mohamad “Mo” Tajdar is a veteran Structural Engineer boasting over 2 decades of experience with the City of Hillsboro in addition to previous service with Los Angeles County. Mo uses his skills as a team player and reasonable negotiator when working with engineers and professionals in solving complex issues and listening to all different approaches. Mo is known for being knowledgeable, friendly, and on time with projects. When he’s not problem-solving at work, Mo enjoys spending quality time with friends and family and exercising.

Tony Unger 

Tony Unger, a Plans Examiner, joined the City of Hillsboro after 16 years of working in construction related fields including sheet metal, tile excavation and carpentry. Having grown up here in Hillsboro, he’s “excited to learn and grow through a new career in my hometown.” Others would describe Tony as very loving, sarcastic and funny. Tony has found a passion for snowboarding and music, but most of all enjoys being a new dad to his son.

Hannah Loncharich, a Plans Examiner, joined the City of Hillsboro in 2016.  Hannah previously worked for a general contractor in San Francisco, specializing in historic homes.  She enjoys “the opportunity to have positive interactions with the community,” and is appreciated for her friendliness and great sense of humor.  Hannah has the ability to see the best in everything and looks for opportunities to help Hillsboro customers have a great day.  When she’s not a work, she enjoys traveling, exploring the outdoors, visiting museums, and watching scary movies.
