Guiding Principles

Our guiding values provide continuity and stability as the City Council evolves, ensuring that shared principles shape decision-making over time. These values serve as a foundation for staff in developing the budget, implementing Council goals, and upholding policies that reflect our community’s priorities.

They also reflect the City's Mission & Core Values.

City Council Guiding Principles

We seek to engage the broader Hillsboro community, removing barriers and creating accessible opportunities for all. By fostering accessibility and honoring our community’s unique identity, we create a welcoming, innovative, and thriving environment for all.

We are a full-service City. Remain a full-service City dedicated to accessibility, public safety, and sustainability. By providing essential services, strengthening community connections, and planning for a resilient future, we ensure a thriving and inclusive city for all.

We are exceptional public stewards. Continue the City’s tradition of exceptional stewardship and accountability for City assets through responsible financial management, long-term planning, and a commitment to openness and trust.

We are leaders in supporting local businesses. Attract and support entrepreneurs and businesses of all sizes through strong relationships and strategic investments that grow prosperity in our community, region, and state.

City Council Priorities

The City Council Priorities provides direction on how to achieve the City’s mission and goals. As we continue to be more strategic in meeting community needs, these principles and priorities will be incorporated into the City’s new Strategic Plan so that the City Council and City Manager have a shared vision of the mission, values, and goals for the city in the short and long term.

Each priority area contains several goals. While these priorities do not represent a complete list of City services or focus areas, they provide guidance to the City Manager on which areas the City Council would like to prioritize.

The City Council Guiding Principles & 2025 Priorities and Goals were adopted by the Council in May 2025.
