• The client must be a Hillsboro resident. 
  
  
• The home must be the client’s primary residence.
   
• The home must be located within the Hillsboro city boundary. Check your address with our Hillsboro Maps tool to see if the home is within city boundaries. 
  
  
• The home must be a residential structure, including site-built or manufactured/mobile homes that are single-family, duplex, triplex or four-plex, or multifamily properties (5 units and above).
  
  
• The client must have a total household income at or below 80% of the area median income (AMI) for the Portland-Vancouver-Hillsboro area. Use the Area Median Income calculator to determine eligibility.
  
  
• The client must not have received assistance through the Hillsboro Energy Efficiency Assistance Program within the prior two years.
  
  
• Clients who are renting an eligible home may apply with written homeowner approval.
  
  
• If the property is a rental, then:
  
  
  • The Program resources must primarily benefit the income qualified tenants.
    
    
  • Rents shall not be raised because of the increased value of the property due solely to assistance provided under the Program.
    
    
  • No undue or excessive enhancement shall occur to the value of the property.
    
    
  • The property must not be currently for sale by owner, nor is it designated for foreclosure by federal, state or local programs.

The City of Hillsboro is partnering with Community Action and Community Energy Project to work with eligible Hillsboro residents to assess homes and complete energy efficiency upgrades.

The City of Hillsboro Housing Rehabilitation Program provides home improvement assistance grants for owner-occupied or renter households in Hillsboro that meet low to moderate income guidelines.

The program offers grants of up to $15,000 for critical repairs, including but not limited to:

• Roofing
• Insulation
• Accessibility improvements
• Plumbing
• Electrical repair/replacement
• Removal of lead or hazardous materials
• Weatherization
