The City of Hillsboro is committed to building a livable, welcoming, and inclusive community where there are a variety of housing types, choices and affordability for our community.

Through thoughtful planning, policy, and strong partnerships, we support housing options for people of all ages, incomes, and backgrounds. We don’t do this work alone. We collaborate with trusted partners to connect residents with essential housing resources.

Homeowners

20210901_FW_1021 Hillsboro supports homeowners through repair assistance programs, permitting services, and access to community resources.

We also offer opportunities for homeowners and other private property owners to establish limited camping for community members experiencing homelessness by registering with the City.

Renters

Community Members Experiencing Homelessness

Tents on public property near the Hillsboro Civic Center Reducing homelessness requires collaborative efforts that include all levels of government, nonprofit organizations, and community partnerships in order to achieve system-wide impacts. The vast majority of funding for homelessness services in the Portland metro area is distributed to Washington, Multnomah, and Clackamas Counties.

Beyond this, the City dedicates additional resources to maintain Hillsboro’s livability for all community members, and is engaged in the following initiatives:

Shelter: Initiatives include the Year-Round Shelter Project, heating/cooling centers & severe weather response, Safe Rest Pods (now closed), and more.
Outdoor Cleanup through Supportive Employment: Provides paid work opportunities to people with lived experiences of homelessness while maintaining Hillsboro’s beauty.
Camping Rules: Recognize the needs of community members living unsheltered & seek to preserve Hillsboro’s livability for all.
Police Community Impact Team: Builds face-to-face relationships & provides a dedicated response for issues surrounding homelessness, people experiencing mental illness, and other at-risk populations.
