Hillsboro is a diverse community with residents of all ages, incomes, and abilities who have a variety of housing needs.

Beginning in early 2024, the City conducted a holistic analysis to support housing production of a variety of housing types, choice, and differing level of affordability in Hillsboro to meet the current, and future, housing needs of its diverse residents.

The Hillsboro Housing Production Strategy (Cycle 1: 2025-2030) is a strategic and flexible tool to assess policies, plans of approach, programs, funding tools, equity, partnerships and more. Promoting fair and equitable housing outcomes, increasing housing production and advancing fair housing are core goals of the Housing Production Strategy. 

State Approval

Hillsboro City Council adopted the Hillsboro Housing Production Strategy (Cycle 1: 2025-2030) following a public hearing on December 2, 2025. 

The Hillsboro Housing Production Strategy (Cycle 1: 2025-2030) was submitted to the Oregon Department of Land Conservation and Development (DCLD) for review on December 5, 2025. DLCD posted the document for a 45-day public comment period. By the close of the public comment period on January 22, 2026, DLCD received one public comment

On February 5, 2026, DLCD informed the City of Hillsboro Housing Production Strategy (Cycle 1: 2025-2030) approval. Read DLCD's final decision letter.


Implementation

Hillsboro Housing Production Strategy adoption was completed in tandem with City staff analyzing policy and development code options, underutilized land opportunities, and undertaking other actions to remove barriers and increase opportunities for housing production.

The City will track progress on implementing the actions detailed in the report. The City is required to submit a report to DLCD summarizing its progress on implementation.

Engagement

The City involved a wide range of participants in shaping the Housing Production Strategy.

Outreach and engagement input gathered from the Housing Needs Analysis 2023 was carried forward into the Housing Production Strategy process.

City housing related outreach and engagement helped inform:

  • How to set up conversations with Council about potential strategies and tools.

  • Identify pros and cons for each strategy and tool.

  • Set up evaluation criteria to determine how they fit into the Housing Production Strategy vision.
