Open Anytime, Anywhere: For Builders, Businesses, & Better Communities

The City of Hillsboro is launching OpenHillsboro, a new digital platform for development services, in July 2026. From applications to inspections and approvals, we're making it easier to build, grow, and invest in the community. 

OpenHillsboro will be a centralized, user-friendly online platform that will enhance how residents, businesses, developers, and contractors experience the permitting process. 


OpenHillsboro Key Features

  • A digital interface where customers can submit and track applications online. 

  • Improved options for payments, plan review, and scheduling inspections. 

  • A step-by-step online permitting guide that will help applicants better understand requirements, processes, and costs associated with their project.


Project Timeline

April 2024: Project launch

September 2025: Software development complete

October 2025 to April 2026: System testing and integrations

May & June 2026: Staff training

July 9, 2026: Customer Demonstration (5:30 to 7 pm @ Hillsboro Civic Center)

July 20, 2026: Launch

 

OpenHillsboro Frequently Asked Questions

What if I have an application or permit in process when the new program launches?

  • Existing customers with applications in the review process will not be impacted. They will have an option to create an account in the new online customer portal to access the new features and benefits of OpenHillsboro.

Will I be able to access old records in the new system?

  • Any previous records will be available in the database and can be linked to your new online customer account per request. 

Can I still submit pdf applications?

  • OpenHillsboro will eliminate the need for pdf applications. All applications will be submitted online. Customers can create a free account in the new customer portal to submit applications and access records. Public computer stations will be available in the City of Hillsboro Permit Center during business hours if customers need access to submit applications online.

What if I want to pay by check?

  • The new online customer portal will have a variety of payment options include echeck and credit card. Physical checks will still be accepted over the counter in the City of Hillsboro Permit Center. 

Can I submit an application in Spanish?

  • OpenHillsboro will have improved Spanish integrations across platforms. The online customer portal interface can be translated into Spanish and users can input information in Spanish. A new Spanish option will be also be added for scheduling inspections. 

Who do I contact if I’m experiencing technical issues? 

  • City of Hillsboro customer service representatives are available to assist you from 8 am to 5 pm, Monday through Friday by phone (503-681-6153) or in person at Hillsboro Civic Center, 150 E Main Street on the fourth floor. You can also send an email outside of business hours and we will respond to your inquiry as quickly as possible. 

Does the Permit Center have computers available to the public? 

  • Public computer workstations will be available for customers in the City of Hillsboro Permit Center (Hillsboro Civic Center, 150 E Main Street on the fourth floor).

Where can I find information on the updates, what to expect, and the new changes?

  • Details on the new features and updates in OpenHillsboro will be available on the City of Hillsboro website. Look for the link to the OpenHillsboro webpage from the Development Services & Permitting Center webpage (Hillsboro-Oregon.gov/Permits).
