This project will enhance how residents, businesses, developers, and contractors apply for, track, and manage permits through digital tools that simplify processes and improve transparency.
By integrating permitting, plan review, business licensing, and related services into one accessible system, OpenHillsboro supports faster, fairer, and more responsive service delivery across the community.
About OpenHillsboro
The City of Hillsboro is undertaking a multi-phase modernization of its Development Services systems to improve internal coordination, enhance customer service, and streamline how permits and licenses are reviewed and processed.
This effort includes the reimplementation of existing permitting platforms (Accela and Avolve/ProjectDox), the introduction of new digital tools, and the consolidation of related services into a more centralized and coordinated framework.
Upon completion of this project, the City’s permitting and development services will be delivered through a centralized, fully digital platform designed to improve the experience for both staff and customers.
- A unified online portal for residents, businesses, and contractors to research requirements, apply for permits, and track progress
- Enhanced integration between permitting systems (Accela and Avolve/ProjectDox), with improved workflows and data sharing
- Online access to a broader range of permits and licenses, including newly incorporated fire permit
- Tools for clearer communication with applicants, including automated notifications, digital plan review, and self-service status updates
- Expanded reporting and performance tracking to support ongoing service delivery improvements
These changes are designed to streamline internal operations, reduce administrative burden, and ensure consistent, equitable access to services across the community.
Project Timeline
This project is currently in an active implementation phase. City staff are working to configure system updates, develop internal workflows, and prepare for the rollout of new tools.
The anticipated launch date is summer 2026.
