South Hillsboro: Growing A Great Community

South Hillsboro is a new, well-connected residential neighborhood of thoughtfully planned streets, schools, parks, trails, and greenways that provides additional housing for our growing community.

Unique residential communities and mixed-use centers will make it easy to walk, bike, and use public transit. Every resident in South Hillsboro will live within a quarter mile of a park, trail, or recreation facility.


By The Numbers
  • We’ve spent more than two decades master planning 1,400 acres for residential development.
  • An estimated 8,000 homes of diverse types, architectural types, and price ranges will provide housing options for nearly 20,000 community members to help meet the needs of the City’s growing work force.
  • More than 285 acres of new parks and open spaces, including two neighborhood parks that are currently open.
  • Approximately 15 miles of new, multi-use trails, co-located with planned schools and facilities. Some new trails are open now. Select trails will connect with the City’s Trails Master Plan or Crescent Park Greenway in other areas of the City.  Please visit our South Hillsboro Parks page for more information.
  • Two mixed-use centers providing a range of shopping, services, and gathering spaces.
  • The South Hillsboro Community Plan has identified locations for five possible new schools. Construction timelines will depend on Hillsboro School District guidelines and how quickly the area is populated. Reed’s Crossing Wellness Center

This new, mixed, use building provides an urgent care facility, medical office space, a café/restaurant, retail space, and on-site parking. The building is located south of SE Tualatin Valley Highway and west of SE Cornelius Pass Road. For more information, including leasing possibilities, please contact Reed’s Crossing.

Reed’s Crossing Senior Living- The Ackerly

The Ackerly, a four-story, 190,000 square foot building for Senior Living Apartments and Memory Care, is currently under construction.  Please contact Reed’s Crossing for more information.

Bonneville Power Administration (BPA) Corridor and Neighborhood Parks

New public trails and a public neighborhood park located within the BPA Corridor have been approved and are currently under construction.
South Hillsboro Area 2

Hillsboro formed the South Hillsboro Local Improvement District (LID) in 2016 to help key highway intersection infrastructure necessary to allow development in South Hillsboro. 

All property owners in South Hillsboro were provided the opportunity to join the LID in 2016.  The property owners that chose to join the South Hillsboro LID were designated as "Area 1" and became eligible for development through contributions to key infrastructure improvement projects. 

Property owners that did not join the LID were designated as "Area 2" and were required to wait for the transportation construction projects to be completed.  The last of these key transportation construction projects has officially started and as of May 9, 2022 Area 2 is now able to begin development.   

The first step towards making application for annexation is submittal of the following Area 2 Service Availability form.

Transportation Projects


209th Avenue north of SE Kinnaman Street

Washington County will improve SW 209th Avenue from SW Alexander Street South to SE Kinnaman Road to meet arterial street standards and install sidewalks and bike lanes. Construction is currently underway and is estimated to be complete by Fall of 2024.  For more information on this project, please visit the Washington County Project Page.  

209th between SE Kinnaman Street and SE Butternut Creek Parkway

Sidewalks and bike lanes on the west side of SW 209th Avenue will be constructed when the adjacent land is developed.

Cornelius Pass Bridge over Butternut Creek

A new bridge will be built to extend Cornelius Pass Road through the South Hillsboro neighborhood. Construction is expected to start in spring 2023. For more information on this project, please visit the Washington County Project Page.
