About the Neighborhood

Avenida Diez is the heart of Hillsboro's Latino community. More than 67% of Avenida Diez residents are Hispanic or Latino, compared to 21% of the City of Hillsboro and 18% of Washington County.

This culture is reflected in the shops, restaurants, businesses, and events here.

Avenida Diez is also home to Hillsboro's oldest park (Shute Park), public art and colorful murals, the community's only public pool, a senior center serving meals and offering activities, and a dynamic library full of bilingual resources and books.

Avenida Diez (10^th Avenue): Equitable Development Strategy

Overview

The Avenida Diez Equitable Development Strategy will support the long-term vitality of the primarily Latino community and business district. It will be a guide for spending public resources and incentivizing private investment in alignment with the core values of connection to nature, comfort and safety, community, and local economy that were identified through the 10^th Avenue Visioning Report completed in 2022.

Community priorities addressed in the Equitable Development Strategy include:

Improving walkability and safety for pedestrians and bicycles along 10^th Avenue
Helping existing businesses within Avenida Diez stay in the area
Encouraging new mixed-use, mixed-income developments
Preserving existing affordable housing, especially apartments with 20+ units
Celebrating the cultural diversity of the neighborhood

Police Block Redevelopment

Construction is starting this year on a new police headquarters on 25th Avenue near Evergreen Parkway, creating an opportunity to reimagine use of the former site on the MAX line in the Avenida Diez neighborhood of Hillsboro.

The site on 10th Avenue is a former grocery store that has served as the Police Headquarters for about two decades. Planning for site redevelopment is underway now, with potential for construction to start in 2028 or later.

This project is part of the larger Avenida Diez Equitable Development Strategy. Community feedback will help guide how the site supports priorities like housing, businesses, and public space.

TV Highway Transit & Safety Project

The TV Highway Transit & Safety Project aims to deliver TriMet FX®–Frequent Express bus service for the Tualatin Valley Highway corridor. The corridor is currently served by TriMet’s Line 57-TV Hwy/Forest Grove, Washington County’s highest ridership bus line with about 40,000 weekly trips.

Use of existing bus service requires significantly more travel time than driving, and communities along the corridor have long expressed concerns about safety on this high-crash roadway.

TriMet FX service speeds up travel times, creates more comfortable waiting areas and improves how riders access public transit throughout the region.

As part of the TV Highway Transit & Safety Project, FX service will help create safe, reliable transit connections to the places riders want to go: work, school, recreational and regional destinations, and essential community services.

Energy Efficiency Assistance Program

Overview

The City of Hillsboro has partnered with Community Action and Community Energy Project to work with eligible Hillsboro residents to assess homes and complete projects through the Energy Efficiency Assistance Program (EEAP).

Qualified homeowners and renters in Hillsboro may be eligible to receive updated appliances and equipment along with associated home upgrades.

The EEAP launched in fall 2025 after community partners suggested updates to a previous program
EEAP supports projects that lower energy use, improve home comfort, and reduce energy bills
Homeowners and renters can select their preferred organization to work with
Program funds can be paired with other home improvement assistance provided by our partners

Next steps

The City is working with partners to develop sustainable funding for the program, create outreach strategies for neighborhoods that need assistance, and ensure capacity for the program can be maintained for the long-term.

Oak/Baseline/10th Avenue Corridor Study

In Hillsboro, the Oak/Baseline/10th Avenue corridor (OR 8) is an arterial connecting eastern and western Washington County through Downtown Hillsboro. While OR 8 serves as the primary route bringing freight and commuters into Hillsboro’s Downtown core, it has long lacked an adopted vision and identity to guide redevelopment in Downtown.

The Oak/Baseline/10th Avenue Corridor Study [OR 8: SW Adams Ave - SE 10th Ave and SE Baseline St - SE Maple St] aimed to develop a unified vision and implementation strategy to guide improvements and redevelopment activity along the corridor.
