Downtown Hillsboro Urban Renewal Area

The Downtown Framework Plan outlines numerous possibilities and actions required to achieve economic, physical, and civic revitalization of the area. It was adopted by the City Council in November 2009.

The Downtown Hillsboro Urban Renewal Area encompasses 1,108 acres. The Area includes the Main Street commercial district; the Baseline/Oak, 10th Avenue, and light rail corridors; the southwest industrial area; and portions of Downtown area residential neighborhoods.

The Urban Renewal Plan contains the framework necessary to establish and carry out urban renewal projects in the Downtown Hillsboro area, including guiding goals and objectives for implementation. The plan is administered by the Hillsboro Economic Development Council (HEDC): an urban renewal agency for the City of Hilslboro made up of City Council members.

North Hillsboro Industrial Renewal Area

The North Hillsboro Industrial Renewal Area (IRA) was created after recognizing the environmental and utility infrastructure needs facing the industrial land within the IRA boundary. To competitively recruit and meet the needs of industrial users, there must be assurance that the industrial sites would be served by appropriately sized utilities, have transportation access, offer environmental mitigation opportunities as well as natural amenities such as trails and open space. Tax increment financing is a viable funding source to address these challenges. 1,090-acres are within the North Hillsboro Industrial Renewal Area boundary.

The North Hillsboro Industrial Renewal Plan was developed after consideration of feasibility studies, extensive outreach with the public, elected officials and other stakeholders, and information sharing. The Hillsboro Economic Development Council, the urban renewal agency for the City of Hillsboro, adopted and approved the Plan by ordinance on December 1, 2015.
