Payment Drop Box

A payment drop box is located in the Civic Center's south parking lot at the corner of SE Washington St. and N 1st Ave.

Services, Charges, and Rates

Depending on where you live, your City of Hillsboro utility bill charges may include: 

  • Drinking Water (fixed & use charges)

  • Sanitary Sewer (fixed & use charges)

  • Surface Water Management — Storm Sewer (fixed & use charges)

  • Transportation Utility Fee

  • Community Service Fee (charged to South Hillsboro customers to fund park development)

All charges are billed by the City of Hillsboro but not all rates are set by the City of Hillsboro. 

The City partners with Clean Water Services to provide Sanitary Sewer & Surface Water Management services and bills on their behalf.

Sanitary Sewer

COH Fixed Charge

Funds routine maintenance and operations and the repair and replacement of aging sanitary sewer infrastructure. 

The fee is based on the customer's number of Equivalent Dwelling Units (EDU). Most residential customers are assigned 1 EDU.

CWS Fixed Charge

Funds Clean Water Services wastewater treatment facilities, pump stations, infrastructure, and lift stations that serve the City of Hillsboro.

The fee is based on the customer's number of Equivalent Dwelling Units (EDU). Most residential customers are assigned 1 EDU. 

Average Use

This fee is based on the volume of water being used at a property as it typically exits through a drain leading to the sanitary sewer system. For most customers, the fee reflects the average water use between November and April and is adjusted each July for next year’s billing cycle. 

Surface Water Management

A street storm drain collects rain near the curbSurface Water Management prevents flooding, enhances water quality, and ensure the health of local rivers and streams. It includes the Stormwater System, which collects, moves, and treats rain and snowmelt before it is released into local waterways.

COH Fixed Charge

Funds routine maintenance and operations and the repair and replacement of aging infrastructure of the stormwater system. It also funds erosion control, stormwater management facility program, and environmental permit requirements.

CWS Fixed Charge

Funds the oversight and implementation of the environmental permit requirements.

Transportation Utility Fee (TUF)

A crew repaves a road in HillsboroThe TUF pays for maintenance and repair of City streets and provides limited funding for sidewalks and bicycle infrastructure improvement projects.

The fee amount is based on the estimated number of roadway trips generated by a property. For residential customers, the fee is a flat rate per dwelling unit.

Community Service Fee

Butternut Creek Park PlaygroundThis fee is only charged to customers residing in the designated South Hillsboro area to fund the construction of neighborhood and community parks, trails, greenways, and other Parks & Recreation facilities as envisioned in the South Hillsboro Community Plan.

Hillsboro's In-Town Service Area Map

Service Area

Hillsboro's water service area does not match the City limits. Customers east of Cornelius Pass Road receive water service from Tualatin Valley Water District. The City also provides water-only service to a portion of unincorporated western Washington County.

Rates & Charges

Bill charges cover a customer’s cost-of-service to provide reliable and safe drinking water delivered right to their tap. This includes operation, maintenance, and critical upgrades to the City of Hillsboro’s water system.

Water rates are set by the City of Hillsboro Utilities Commission.

Water Fixed Charge

All customers pay a fixed charge, which funds water system maintenance and service costs. The fixed charge is based on meter size and customer class, and not on the amount of water used by the customer. Most residential customers have a 5/8 inch meter.

Water Use Charge

This fee is based on the actual water use registered by the water meter each month. Water use is measured in 100 cubic feet (ccf). One ccf is equal to around 748 gallons. A typical residential customer uses 8 ccf of water per month.  

Pricing Tiers

For the residential customer class, there are four pricing tiers used to calculate the use charge. Each tier is progressively more expensive to pay for the additional infrastructure needed for delivery and to encourage water conservation.
