Tier One
Examples of Behaviors
- Refusal to follow reasonable directions from staff
- Unattended Child
- Blocking entrance, exit, or walkway
- Misuse of Library materials
- Have personal hygiene or personal belongings that unduly interferes with the ability
of others to use the library facilities, including body odor or strong perfume - Riding recreational wheeled devices, i.e. skateboards, scooters, roller blades
- Unattended belongings or animal
- Soliciting or selling merchandise
- Interferes with any person’s comfort or safety
Consequences
- 1st incident: Verbal warning
- 2nd incident: Written warning with confirmation that additional violations may result
in being asked to leave for the day - 3rd incident: Removal for the remainder of the day. At the discretion of the
employee, staff may engage Hillsboro Police Department and request an exclusion
order up to 30 days. Final determination will be made by the Hillsboro Police
Department in compliance with Hillsboro Municipal Code.
Tier Two
Examples of Behaviors
- Smoking/vaping in the library
- Harassing staff/patrons/volunteers - This includes verbal and physical harassment or threats and/or the use of abusive or threatening language, or gestures.
- Visible intoxication
- Bringing a weapon into the building
Consequences
- 1st incident: Asked to leave for the day/serves as a warning
- 2nd incident: An exclusion of 30 days will be requested. Final determination will be
made by Hillsboro Police Department in compliance with Hillsboro Municipal Code. - 3rd incident and each tier two incident thereafter: Exclusion of 90 days and up to 180
days will be requested. Final determination will be made by Hillsboro Police
Department in compliance with Hillsboro Municipal Code. Exclusions at this level may
apply to both the Brookwood and Shute Park Libraries.
Tier Three
Examples of Behaviors
- Engaging in sexual behavior prohibited by Hillsboro Municipal Code
- Making violent or threatening statements toward someone
- Physical abuse or assault
- Drug or alcohol use
- Illegal activity
- Intentionally defacing/damaging property
Consequences
- Each incident: Exclusion of up to 180 days will be requested. Final determination will
be made by Hillsboro Police Department in compliance with Hillsboro Municipal
Code. Exclusions at this level will automatically apply to both the Brookwood and
Shute Park Libraries and may extend to additional City facilities.
