• Use of all tobacco products is prohibited on Parks & Recreation property.
• Vaping is prohibited on Parks & Recreation property.
• Parks are closed from dusk to dawn.
• Alcoholic beverages are prohibited.
• All fireworks are prohibited.
• Fires are prohibited in parks, except in barbecue stands, pits or fireplaces provided by the City.
• Pets must be on a leash at all times.
• Pets are prohibited from Jackson Bottom Wetlands Preserve and all playground areas.
• Pet waste must be cleaned up by keeper/owner.
• Pets are prohibited from wetlands, ponds, and streams.
• Golfing activities are prohibited.
• Motorized vehicles prohibited except in parking areas.
• Vending activities are prohibited without Park Commission approval.
• Noble Woods Park: No bicycle riding; walking a bicycle is permitted.
• Jackson Bottom Wetlands Preserve: No dogs, bicycles, scooters, or motorized vehicles.
• Orenco Woods Nature Park: Bicycles and on-leash dogs are allowed on paved trails only.

Dogs Must:

• Display identification tags showing proof of current license and rabies vaccination.
• Demonstrate appropriate social interaction; dogs displaying aggressive behavior toward people or other dogs must be leashed and removed from the area immediately.

Handlers Must:

• Pick up and dispose of your dog's waste.
• Carry a leash for each dog in your care, and leash your dog when outside the off-leash area.
• Closely supervise young children. Children under 12 must be supervised by an adult.
• Accept legal responsibility for any damage or injury caused by your dog. City of Hillsboro and Washington County are not responsible for any damages or injuries.
• Remain in the off-leash area to supervise your dog, keeping him within view and under verbal control at all times.
• Remove pinch, choke, and spiked collars when playing off-leash to prevent injury.
• Do not bring a dog in heat to the off-leash area (a citable offense).
• Do not bring a puppy without a complete cycle of vaccinations to the off-leash area.
• Never leave your dog unattended. Abandoned dogs will be impounded.
• No food (including dog treats) or alcohol inside the area.
• Comply with all other park rules.
• Use of all tobacco products and vaping is prohibited on Parks & Recreation property.

Owners who see unattended dogs or other serious incidents such as dog biting should call Washington County Animal Services at 503-846-7041.

After hours, call the non-emergency police dispatch at 503-629-0111. Emergencies should be reported to 911.

Alcoholic beverages may be served at City of Hillsboro facility rentals with proper review and approval. The following conditions apply:

City of Hillsboro Alcohol Usage Policy

Applicants who plan to serve alcohol and request payment for alcohol purchases, or accept donations of money (including a tip jar), or make alcohol available (even if not sold) while charging an admission fee, accepting donations for admission, or requiring payment to attend the event, must contact the Oregon Liquor and Cannabis Commission (OLCC) immediately for further information before proceeding with event plans. These activities may require an OLCC Special Event License.

1. Applicants who plan to serve alcohol in any manner must provide the following:
   1. A permitted OLCC server:
      • OLCC permit (with government-issued picture ID) must be shown to facility supervisor at the start of the rental
      • OLCC permit must be displayed at the event.
   2. Insurance at applicant’s expense for the following coverage: 
      • General Liability to include bodily injury and property damage in the amount of $1,000,000 per occurrence and $2,000,000 aggregate.
      • Auto Liability for a combined single limit of $1,000,000 (depending on event)
      • Liquor liability with at least $1,000,000 policy limits
      • Applicants shall provide certificate of insurance and additional insured policy endorsement to City prior to commencement of this event/permit/contract/agreement.
      • Insurance should be endorsed to name the City as additional insured with the following language on the endorsement: City of Hillsboro, its elected and appointed officials, officers, employees and agents are additional insureds.
2. Alcohol service must stop 60 minutes prior to the conclusion of the event (not to be confused with the end of the rental) at all City of Hillsboro facilities. 
   • Exceptions may be granted on a case-by-case basis for select facility events held at the Civic Center Complex Plaza, Gordon Faber Recreation Complex, Orenco Plaza and other approved locations.
3. The service and consumption of alcoholic beverages is restricted to the approved rented areas of all City of Hillsboro facilities.
4. A facility supervisor will be present at all functions where alcohol is served. They have the right to check IDs of any participant.
5. The City of Hillsboro staff is authorized, at its sole discretion, to deny facility use to any group whose: 
   1. Posed activity is Illegal or poses a significant threat of damage to the facility or to participants at the event.
   2. Group has a history of inadequate supervision, or those unable to demonstrate responsible oversight for a proposed event.
6. Violation of the policy or any laws or ordinances while using the facility will be grounds for:
   1. Cancellation of the remainder of the event/rental without refund of rental fee.
   2. Forfeiture of applicant’s security deposit and any applicable cleaning fees.
   3. Denial of future use of City facilities, or criminal charges may also result.

Metal detecting is allowed in Hillsboro parks, but the following rules must be observed:

• Remain respectful of others’ space and privacy at all times. Do not interfere with or disrupt other park users and/or activities. Metal detecting in designated playground areas is prohibited when children are present.
• Probing the ground is limited to the use of an ice pick or screwdriver-like tool with a maximum blade or shaft length of 6 inches, or a knife with a blade under 3 inches in width.
• Any area disturbed MUST be returned to its previous state and the ground surface carefully leveled and returned to its original condition as much as possible (leave no trace).
• The cutting of vegetation is prohibited as is the tampering with or moving any park equipment or fixture.
• Any item found of unusual value should be treated according to the “Rights and Duties of Finders and Owners” defined in Chapter 98 of the Oregon Revised Statutes. Such items found within Hillsboro parks should be reported to the Hillsboro Parks & Recreation Department (503-681-6120) so it can be returned to an owner who may have reported the item lost.
• If you find an item of potential historic or cultural significance, leave it where you found it and contact the Parks & Recreation Department.
• All federal and state antiquity laws must be observed.
• Any trash or debris generated by metal detecting activities must be removed from the park or properly disposed of in a garbage can within the park.

City of Hillsboro Trails Regulations

For everyone’s enjoyment, please observe the following:

• Pets must be on leash at all times and are prohibited from natural areas including ponds,
  streams, and wetlands.
• Pet owners are responsible for the immediate removal of all solid pet waste.
• Walkers have right-of-way. Bicyclists must yield to pedestrians.

The following activities are strictly prohibited:

• Alcohol
• Drones
• Fires
• Fireworks
• Golfing
• Littering
• Motorized Vehicles
• Overnight Camping
• Posting Signs
• Smoking, Tobacco, Vaping

ORS 105.682 an owner of land is not liable in contract or tort for any personal injury, death or property damage that arises out of the use of the land for recreational purposes.

Hillsboro Municipal Code Chapter 9.32. Violations may be punishable by fines up to $500 and/or by exclusion from the park.
