My meter box has water in it so there might be a leak. If there is a leak, who is responsible for fixing it?
It depends on the location of the leak. If it's on the customer's side of the meter then it's the property owner's responsibility. If the leak occurs before the meter, the Hillsboro Water Department (HWD) will repair it.
Can HWD fix a leak on the customer's side of the meter?
No, HWD staff is only licensed to work on the public water system. Plumbers are licensed to work on the customer's side of the meter, which is considered private. The state sets these regulations and HWD is required to follow them.
At what point does the waterline become the customer's responsibility?
The customer's responsibility begins just after the meter. If you suspect a leak, but are unsure which side of the meter is losing water, please call 503-615-6700 and ask for a leak check. There is no charge for this service.
The meter says there is a leak. How do you know if it's on my side of the meter?
If the water has gone through the meter the leak is on the customer's side. All meters have leak indicators that are helpful in leak detection.

HWD cannot perform work on your property, or even provide advice specific to your leak for liability reasons. HWD is also not allowed to make references for professional services like plumbers. HWD can offer general suggestions for you to consider. For example, one of the most common causes of customer leaks is a malfunctioning toilet. HWD tries to be as helpful as possible while also following city policies.
HWD installed a piece of copper on the backside of the meter. What is that for?
The HWD installs a short piece of pipe on some new water services so a plumber does not have to dig under the sidewalk to connect the public and private lines. The pigtail facilitates easy and direct hookup, but the customer is responsible if that piece ever begins to leak.
Who do I contact to shut off water to install/modify our plumbing?
Please call 503-615-6700. HWD will shut off your meter for free and you can also make arrangements to turn the water back on when your project is finished. It is always better to call HWD and not turn the meter off yourself because you will be held responsible and charged for a repair if the shut off and/or meter is accidently damaged.
How do I get a waterline from the water meter to my house located
