Barney Reservoir Commission: The Barney Reservoir Joint Ownership Commission (BRJOC) owns and operates the Eldon S. Mills Dam and the Barney Reservoir. Its membership is comprised of five partners.
Joint Water Commission: The JWC is a partnership agency that was formed in 1976 by an agreement between the cities of Hillsboro and Forest Grove. The two cities collaborated to build a water treatment plant and agreed to share other assets, including water rights, in order to improve water services to their two agencies. Other local water providers were also invited to join. After initially declining, the City of Beaverton became a partner in 1980. Tualatin Valley Water District became the fourth and final partner in 1994.
The Commission's governing body consists of twelve members; three representatives are appointed by each of the four agencies.
Utilities Commission: The Commission has the authority over the operation of the City water system, including the acquisition and sale of real property. The City water system includes water resource, treatment and distribution facilities. The Commission makes rules for the conduct and management of the water system, sets rates for the use and consumption of water, sets system development charges for new or expanding construction, and also sets charges for other services provided inside or outside of the City.
