The BRJOC owns and operates the Eldon S. Mills Dam and the Barney Reservoir. Its membership is comprised of five partners:
- Forest Grove
- Tualatin Valley Water District
- Clean Water Services
The City of Hillsboro manages and staffs the BRJOC, and the Hillsboro Water Department Director serves as the General Manager.
How is the water allocated?
The reservoir is operated to maintain a pool of 460 acre feet (AF). The remaining water is divided among the partners according to ownership, with the exception of water allocated to the Oregon Department of Fish and Wildlife (ODF&W). ODF&W is not an owner, but as a condition of building the project, receives 15% of the available stored water to meet fishery needs in the Trask River.Membership Requirements
Barney Reservoir Commissioners are appointed by member agencies - one Commissioner per agency. For Hillsboro, each year one of the current members of the Utilities Commission is appointed to also serve as a Commissioner on the BRJOC.
