2026 Update

Due to significant funding challenges the scope and timing of these reconstruction projects have been delayed. To address the immediate pedestrian needs, the City will move forward during the summer of 2026 with interim pedestrian repairs within the area.

About

As part of the Pavement Management Program, the City of Hillsboro's Public Works department is rebuilding streets and infrastructure in the downtown corridor. This is a big program and will take many years to fully complete.

Downtown Streets Program Area Includes:

North-South Avenues

2nd: Grant to Lincoln
3rd: Grant to Lincoln
4th: Edison to Main & Washington to Baseline
5th: Grant to Baseline

East-West Streets

Jefferson: 1st to 3rd
Edison: 1st to 6th
Jackson: 1st to 6th

2026 Pedestrian Safety Improvements

Interim pedestrian repairs will focus on improving accessibility and safety by addressing trip hazards in crosswalks and repairing or replacing curb ramps at intersections.

We acknowledge that these interim improvements will be displaced once the roadway reconstruction projects move forward, but they are a low‑cost way to address current issues until funding becomes available.

Background

Downtown Streets Program is a part of the PMP.

Hillsboro's Pavement Management Program (PMP) maintains all city-owned streets, extending the life of the pavement as long as possible.
Streets are designed to last between 20 to 40 years with proper maintenance.
At a certain point, all roadways must be rebuilt because maintenance is no longer able to keep up with needed repairs.
Streets in the downtown core are among the oldest in the City, some over 100 years old.
Pavement sections on these older roads are substandard for current traffic loading conditions and are failing structurally.
The City performs minimal maintenance (filling potholes) on failing roads until they can be rebuilt.

Road Conditions Assessment

A Road Conditions Assessment is complete. The study will be used to identify future projects as funding becomes available.

Focus Areas:

Pavement condition, base materials, and geology
Heritage trees (with assistance of Urban Forester)
Pedestrian accessibility (ADA ramps)
Parking, emergency services access
Utility conditions (provided by Water Department, Storm and Sanitary)

Early Known Issues:

Pavements conditions have deteriorated, and the roadways have more than exceeded the life they were designed for.
Repair requires a full depth rebuild of pavement section.
Some roadways must be widened to meet minimum fire access standards.
Existing trees will be impacted by roadway widening.
Many blocks have no stormwater infrastructure causing localized ponding of runoff.
