Grant Program Description
The Hillsboro Community Impact Grant Program is a competitive grant program designed to provide multi-year funding to a nonprofit organization for a project or program that makes a targeted impact in a priority area of community concern.
Eligible nonprofit organizations may apply for up to $120,000 in grant funds to be distributed over the three year period (maximum $40,000 per year).
The application process is now open.
Grant applications are completed and submitted online through ZoomGrants.
Applications are due no later than 11:59 pm on Friday, April 3, 2020. Applications received after the deadline will not be considered.
Priority Area: Homelessness
At the beginning of each grant cycle, a priority area is determined by the City of Hillsboro. The Impact Grant Program seeks to fund creative and unique projects or programs that will make a targeted impact on the priority area.
The priority area for the 2020 to 2023 grant cycle is homelessness.
Nonprofit organizations are invited to apply for Impact Grant funds with proposals for project or programs to specifically address homelessness within Hillsboro. Preference will be given to projects and programs that emphasize direct services, measurable outcomes, financial stability, collaboration with community partners, and other criteria.
Examples of projects or programs that address issues related to homelessness may include but are not limited to:
- Bathing and laundry services
- Shelter, clothing, and other basic needs
- Assistance obtaining identification & social security/disability benefits
- Mental health services
- Addiction services
Rising housing costs and lack of affordable housing are just a few of the reasons people experience homelessness. Other contributing factors may include drug and alcohol addiction, loss of employment, personal tragedy, unexpected illness, and domestic violence.
The Point-in-Time Count is an annual count of sheltered and unsheltered homeless persons on a single night in January. Information gathered during the count is used to help inform housing policy decisions and funding commitments and to evaluate the effectiveness of current programs aimed at ending homelessness.
2019 Point-in-Time Count Results
- The number of people experiencing homelessness in Hillsboro rose from 77 individuals in 2018 to 105 individuals in 2019, representing a 73% increase.
- The number of homeless students in the Hillsboro School District increased by nearly 67%.
The Point-in-Time Count may not reflect the true number of individuals living in homelessness and in fact, the numbers could be much higher.

- Applicants must be a qualified nonprofit, tax-exempt 501(c)3 organization that serves Hillsboro community members
- Organizations may submit only one grant application per Impact Grant Program cycle
- Organizations may be named as a partner in an application and still be eligible to submit their own application
- Organizations may combine Impact Grant funds with other grant funds and revenue sources
- Incomplete applications or project/programs that do not address the determined priority area will not be considered
