Housing Rehabilitation Program

The Community Development Block Grant (CDBG) program provides annual grants to carry out community development activities benefitting low- and moderate-income community members. These federal funds, received annually from Housing and Urban Development (HUD) help the City of Hillsboro meet housing and community needs.  

The City of Hillsboro has partnered with Unlimited Choices ® to provide critical repairs that improve housing conditions, accessibility, and sustainability. Through their Mend-A-Home and Adapt-A-Home programs, qualified households, including mobile homeowners, can apply for grants up to $10,000. Their housing rehabilitation specialists work with residents from their initial application through the final inspection of completed projects.

The City of Hillsboro Housing Rehabilitation Program provides home improvement assistance grants for owner-occupied or renter households in Hillsboro that meet low to moderate income guidelines.

 

Eligibility Requirements

  • Must be a City of Hillsboro resident
  • Income must be within the current low to moderate income guidelines, based on most recent tax return
  • Must permanently reside in the dwelling to be rehabilitated 
  • Dwelling must be located in the City of Hillsboro
  • Must be owner of property or a valid lease holder of rental agreement 
  • Assets must be below $20,000 (excluding your home, its furnishings & fixtures and one vehicle)

Fiscal Year 2026 CDBG Income Guidelines

Effective June 1, 2026

To qualify for the City of Hillsboro's CDBG program activities, your household income must be at or below a low- and moderate-income level based on 80% of the median income for the Portland–Vancouver–Hillsboro Metropolitan Statistical Area.
