After listening & engaging with the community, the Hillsboro City Council adopted new camping rules in effect July 1, 2023 to comply with state and federal laws.
In compliance with Oregon House Bill 3115, the guidelines allow people living unsheltered to camp on certain public property — with restrictions — when no shelter beds are accessible. This is a change from Hillsboro's previous municipal code, which banned all camping in public spaces.
Local service providers and the Hillsboro Police Department’s Community Impact Team work face-to-face with people living unsheltered to explain the new rules and connect them with services.
Overview of Camping Guidelines
Hillsboro's camping rules recognize the needs of community members living unsheltered and seek to preserve livability for all. The new guidelines:
- Define when, where, and how people without available shelter may camp on public property
- Allow limited backyard, parking lot, or vehicle camping on registered private property
- Create conditions for future sanctioned campsites
The Manager's Administrative Rules outline where and how camping is allowed on public property. The City Manager may make changes after providing at least 10 business days for public comment.
Ordinance 6454 contains time restrictions for camping on public property and conditions for private and sanctioned campsites.

Camping Areas Updated in Downtown Hillsboro: Effective July 1, 2025
Overnight camping is no longer permitted in two areas of Downtown Hillsboro, pictured to the right.
During a quarterly review, these areas were determined to be within restricted zones per the City's camping rules. They include:
- The 600 Block of SE Baseline Street between 6th and 7th Avenue and SE Washington Street and surrounding public right-of-ways.
- Public right-of-ways within 500 feet of shelters and homelessness services located on the 100 & 300 Blocks of SE 6th Avenue.
June 2024 Supreme Court Ruling on Public Camping: What it Means for Hillsboro
While the Supreme Court ruling in Grants Pass v. Johnson allows criminal & civil punishment for public camping, Oregon law still requires rules & enforcement to be objectively reasonable.
The City will continue to focus on providing education & services before enforcing penalties and does not plan to create more restrictive camping rules. Read the news article to learn more.
Camping on Private Property
Private property owners may establish limited camping by registering with the City, subject to the conditions and guidelines below.

Private Camping Conditions & Guidelines
Sanctioned Campsites
Camping is permitted at sanctioned campsites on public or private property with written approval from the City Manager.
Enforcement
The Hillsboro Police Department’s Community Impact Team, Bicycle Team, and Code Compliance Team connect face-to-face with community members to address livability issues and enforce laws, including those related to camping.
For the Hillsboro Police Department, City Manager's Office, and community partners, the current focus is to provide education and services to community members living unsheltered rather than issue penalties.

The City listened & engaged community members through a Camping Ordinance Workgroup, Citywide survey, and Question & Answer tool to inform the camping updates.
