Reducing homelessness in Hillsboro and the surrounding region requires collaborative efforts on proven solutions, including adequate year-round sheltering with rapid pathways to housing.
The need for the City of Hillsboro, Washington County, local nonprofit organizations, and other government agencies to support shelter options in Hillsboro is clear:
- Oregon reports one of the highest rates in the country of unhoused people who are living unsheltered — around 60 percent.
- 239 people were recorded to be living unsheltered in Washington County during the 2025 Point-in-Time Count.
- There are no permanent year-round emergency shelters for single adults in Washington County.

Year-Round Shelter Project
The City of Hillsboro partnered with Washington County to build the year-round shelter for adults experiencing homelessness at the corner of TV Highway and SW 17th Avenue near Winco and Dairy Creek Park.
Project Updates
- The shelter welcomed its first guests in November 2025.
- The shelter is operated by Project Homeless Connect Washington County and funded through Washington County's allocation of the Supportive Housing Services Measure.
- The City of Hillsboro, Washington County, and Project Homeless Connect Washington County (PHC) invited community members to learn more about the project and ask questions during a virtual community meeting on Thursday, August 7. Watch the recording on Engage Hillsboro.

Emergency Shelter Siting
The State of Oregon’s emergency shelter super siting laws — ORS 197.782-783 — require all local governments in the state to approve emergency shelter applications that meet specific criteria, regardless of local land use rules.
